Farmall 400 dieseling: Update

Well I got out the booklet that came with the carb rebuild kit and adjusted the carb.
1 turn out on the idle adj screw
3 turns out on Main Jet adj screw.
It hasn't made any difference at all. I pulled the plugs( AC C86) and they were very badly fouled. I put them back in and it started right off, but after a few minutes of running they were starting to foul again. What adjustments do i need to make to get this leaned out? Thanks!
