My 1940 H has a problem with surging when under no load. It runs fine when put under load. I did some work to the governor a few years back to improve throttle response when I replaced the governor weights and pins as well as the gov. spring. Throttle response is great now but I have the surging problem [which I don"t think I had before]. I have checked the linkage to the gov. as well as the linkage between the gov. and carb., I can"t see any excessive play anywhere. Anyone have any ideas? Thanks
