Sounds like the carb float is not regulating the fuel level in the bowl. Possibilities include an improperly adjusted float level, failing (leaking or binding) float, a worn out float valve, a bit of trash caught in the float valve, etc.
Unfortunately you'll need to go inside the carburetor to determine the cause. Fooling with the external adjustments is not going to fix it.
