Cub Voltage Reg.

My last question on this subject I hope! I have it narrowed down to the voltage reg., but I am still buffoeld why when I just run it without the lights on I get a slight charge, and if I just have one of the three lights on it will also charge just slightly, but when I throw all three lights on then I get a 8-9 amp discharge on the ammeter. I've re-wired all the lights so I know there is no shorts in the wire!Any last suggestion before I go buy a new Voltage Reg. and hope that fixes the problem! Thanks!
