Even though IH did offer steel wheels up through the mid 1960's, that does not mean that dealer shelves are going to be overflowing with replacement lugs and skid rings. Heck, are '06 lugs even close to being the same as H lugs?
I'm not saying that there aren't any of these parts out there. I'm saying that if there are, they are few and far between. They are sitting in the way back of some old IH dealer's parts room, long since forgotten.
Depends on how desperate you are for the parts and how important original parts are to you. If you can wait months or years (or forever), then continue your search. If your lugs are nothing more than rounded-off nubs, you might want to call the blacksmith.
For the skid ring, blacksmiths often have ring rollers, but a wheelwright would definitely be able to take care of that for you. If you don't happen to have an old-time wheelwright available, a shop that does wrought iron work could roll a ring for you.
