I would #1 check your spark at all 4 plugs. It needs to be a blue/white spark that will jump a 1/4 inch gap or more. Then check fuel flow by pulling the carb drain plug and make sure you have a good steady flow there for a couple minutes. Catch the gas so as to look for rust/dirt/water and to also use it. You say surges that says it is running to lean. If it has AN adjustable main jet open it up a little bit. Not adjustable then pull the plug off that covers it and let some gas flow out of it and also stick a small wire into to it to make sure it is clear of rust/dirt. Also does choking it hurt or help if it helps it is running lean for sure
