Per T-Bone's good advice, item 2, the idle mixture screw is an air screw. It acts the reverse of a fuel mixture screw. Closing it cuts off the air and makes the mixture as rich as possible. Opening it adds more air and leans out the mixture.

As he said lots of carbs are plugged and you get little or no response, but if it is idling rich, turn the screw out instead of in to lean it.
