Hi, common problem on 74 series tractors, especially if they are not kept undercover. The moisture gets in the lever actuating mechanism. Use your favorite penetrating oil and lube everything while moving the pto lever back and forth. Also there is a rubber boot on top of the MCV valve that you may have to lift and spray oil on the pto actuating valve.
All the above only applies if no one has attempted to adjust the pto lever or there is no obstruction has fallen down in behind the seat or the sheet metal on the right side has not been bent.
