If the ammeter isn't showing a significant charge right after startup, it probably isn't charging much, if at all.
If you question whether the ammeter is working, replace it. It doesn't have to be one of those expensive "correct" gauges, either. You can get a generic 2" ammeter for less than $10 at the auto parts store, and it will work just fine.
Slight positive charge is better than nothing, but IMHO it is not charging to its full capacity. Your batteries should be North of 12.5V before startup, too. That's more evidence that it's not charging as it should.
