The relay that is normally open [NO] closes when the gen starts to produce more than battery voltage. The normally closed [NC] relay is supposed to start pulling open when voltage reaches around 6.5 volts. This is the relay which "grounds" the field. If the regulator base isn't grounded well, the field relay can't send current/ voltage from the generator F terminal to ground. You might try a little crocus cloth on the field relay contacts to burnish them.
