A 8014 spreader is not all that big in volume. A 400 should be alright in the conditions you describe. Talk about going out after two inches of rain, poor tires and no brakes then I guarantee nothing. The discharge system takes more power than a rear beater spreader of similar size. Again, the 400 if in good service (tuned up and no major engine issues) should have sufficient but certainly not overwhelming power. Watch for stones and other foreign material when loading as that type of spreader is not as forgiving as a rear beater type.
