Before tearing anything down, I would verify that the tractor is getting enough fuel. I believe your tractor has a plug in the bottom of the fuel bowl on the carb. If this is correct, remove the plug and observe the flow of fuel. Normally you will get a rush of fuel then you will get the supply that is available to to carb. This should be a steady stream about the size of a match stick. If this supply is not there then take the fuel line off at the carb and check the flow again. The flow here will be greater than what you observed above. Just trace everything back to the fuel tank. You will find blockage somewhere in the supply. Advise your findings.
