I usually make sure the bottom plate is flat, no deep wear marks. That end seal between the gears and the plate is important to the pump developing the proper pressure.

Lay a piece of 500 or finer paper (I use crocus cloth) on a pane of glass, put down a couple drops of oil and work out any marks using a figure 8 motion. Keep the plate flat, make it as even as you can and be patient, it will take a little time, but it is worth it.
