Is this cub woth it ???

Tell me if I'm crazy I am considering purchasing a Cub from a local dealer. It looks terrible doesn�t run and the only thing I�m sure of is the motor is not stuck ( push it in gear and the fan turns). Brakes work. Tires look about 50%. Not a drop in the radiator. Oil is Blacker than Black but no signs of water. Has hydraulics, of course no idea if they work or not. Serial number plate has been painted over and I can�t quite read the number. He�s asking $350 for it. What do you think.
