If the deag is enough that you cannot move it by hand pressure applied to the drum, I would say it is too tight. If it is turnable by hand it will probably wear in well. It should not be noticable when driving the tractor. In other words the tractor should freely coast on flat ground if the clutch is pushed in. If it feels at all like it is pulling to one side, or if the tractor slows noticably they need to be looser. After driving it for 15 minutes not using the brakes much if at all, the covers should be cold.
To fit them (assumes all adjustment is extended) the band will need to be sanded thinner. a drum sander can be used, or hand sanding (protect yourself from inhaling dust). I would use a thin permanent marker to make a grid on the friction surface at 2" intervals, then sand till they are either uniformly thinner, or gone. This helps reduce the possibility of un even sanding. Jim
