With both wheels off the ground, turning one axle would turn the other the opposite direction due to the differential, even if the transmission was in gear, without turning the engine over, turning the engine over, with the transmission in gear would turn the axle, though not necessarily both. Pulling the tractor to start it with both wheels on the ground would turn the engine over when the clutch was engaged because both back wheels would be forced to turn in the same direction.
