I worked on a 450 a while back and had this issues as well, so I learned quite a bit. Have you hooked a gage up to the inlet hose of the PS? If not try this and look right when you start the tractor, if it goes up quickly and then backs off it is probably the auxillary check valve. On the one I worked on the spring was worn and would not put the proper pressure on the ball and let fluid pass thru. This is removed from the bottom of the block.
