if, with nothing connected to the shaft, it will obey the control lever (start and stop) but not start with an implement connected, i'd say your clutches are smoked. possibly the pto pump is sucking air and your clutches are about to be smoked. make sure the hyd oil is up to full. could be the pto hyd pump suction tube got loose. not sure how overfull it has to be to flood that one.
if it won't turn any time, could be the little pin in the control valve that likes to shear. unhook the linkage and see if you can pull the valve up through the top out of the housing. if you can, it's only half the valve. if it won't come up your pin is ok.
