There isn't much, if anything, that sticks to polyethylene. I'd probably get a long SS hose clamp (or several joined together) and wrap it around the battery. Get some soft rubber to place between the hole and the clamp. May need several layers to build up a thickness that will press against the hole. The roofing tar will be useful as gasket cement on the whole jury rigged repair.
