Could be a lot of things but first I would use larger battery cables - I use 00 size with soldered terminals on all my 6 volt systems. You can get them made to the correct lengths at any good auto parts store. Recharge your new battery to full voltage as you may have depleated it somewhat trying to start it in your prior attempts. Have also found using one of the starter motor attachment to bell housing bolts for a ground that helps a lot. Also, I use external teeth washers at the cable attach points for increased contact by getting a good bite into the metal. You didn't note if you painted the tractor or not as part of the engine upgrade but if you did paint anywhere in the path of the ground cable will make for a bad ground and will require cleaning until mating surfaces are free of paint, Hal.
