The center of draft on a 2 bottom plow is about midway on the back bottom. So on a 16 in that will be about 24 inches from the furrow wall to center of draft. I'd say you will want your tires set about 30 inches center of tire to center of tractor. Yes, set both sides the same. About 32 in is about as narrow as you can go with the wheels dished out. Then adjust the hitch so the plow pulls straight.
