When she settin there not running with the ignition on (battery powered coil ignition NOT a Magneto) theres voltage on the coils input (from ign switch) but usually NO VOLTAGE (with respect to frame ground) on the coils output to distributor terminal because if the points are good and closed thats a direct to ground.
With ignition on and a test lamp on the coils output (to distributor) if you crank the engine over the light should flash on (points open) and off (points closed)
If theres always voltage on the coils output the points are badly burned or not fully closing
