Had the same problem with my SH. Turned out the governor to carb linkage had a bit wear and needed readjusting.
Here's the procedure:
Remove the gov riser cover (sloped cover at the top of the gov). Remove the cotter then pull the connecting rod pin from the bellcrank. Loosen the bellcrank locknut.
Next pull the connecting rod upward and rotate the carb throttle shaft clockwise so both are against their stops. With the parts held in this position the bellcrank pin should fit freely into the bellcrank. If it does, adjust the bellcrank up or down on the connecting rod until the pin fits freely.
Finally replace the cotter pin and tighten the bellcrank locknut.

If that doesn't do it, remove the governor side cover and check the idle speed adjustment screw (the upper screw on the gov input lever). With the gas handle set at "idle" the screw should be against the stop. If it isn't adjust the throttle handle to governor rod length until it is.
Now test the idle RPM. If it STILL idles too fast, adjust the gov idle speed adj screw as required.
