The tube only fits properly one way as the curve and length are a little different. Hole wouldn't care either way but rocker arm might touch if wrong. Far as washer, look at head closely where studs come up through. Any one that has a spacer pressed into head requires a washer. Might be one or two depending on head. I also like to see them on the throttle mounting plate for better torque characteristics .
