If your tractor is equipped with a belt pulley attachment, it will have some oil (quart or two) in it. I wouldn't worry about draining it unless you find lots of water in the transmission fluid. The belt pulley drive is lubed by oil splashed into it from the transmission gears. You can drain it by loosening the seal on the shaft, or removing it entirely. There is a plug at the top to add oil when you replace it.
