Lights are getting more and more advanced - but assuming this one doesn't use anything too crazy - the bulb should have two element inside of it - one for low one for high (actually both for high).
I'd just pull the bulb, leave it wired - turn the lights on and try high/low.
Just be careful not to touch the bulb, they get real hot and are sensitive to finger prints.
I'm not an expert on many things, and lightbulbs is one of the many things I'm not an expert on - but that's what I'd do.
If the elements light up as you'd expect them to - I'd bring it to a garage to have the beam adjusted - could be aimed in correctly.
