On Farmall H tractors the hole is for lubricating the Clutch Pilot Bearing. There is a second grease nipple, for the Clutch Release Bearing nearby. From the lubrication chart in the Farmall H Owner's Manual:
"Weekly or Every 60 Hours of Operation:
Clutch Release Bearing: Use pressure gun grease (chassis lubricant) and apply ten complete strokes of the lubricator. Fitting can be reached by removing the cover plate from the bottom of clutch housing.
Clutch Pilot Bearing: Use pressure gun grease (chassis lubricant) and apply not more than 3 or 4 strokes of lubricator. To get at grease fitting, turn crank until third (single notch) in fan drive pulley is in line with pointer on crankcase cover (see engine lubrication instructions). Fitting is then in line with hole in bottom of flywheel housing."
There is a similar arrangement on Farmall M, except that the clutch release bearing is greased through a hole on the left hand side of the clutch housing.
Care should be taken when greasing the pilot bearing that the grease gun does not have a very tight nozzle. Failure to do this can result in a considerable struggle to remove the nozzle from the grease nipple / zerk.
