The four washers you found in your starter should have two the same with a little smaller ID than the other two. These go one on each end of the armature. They control the total end play on the shaft when assembled. The other two will have a bit larger ID so that they will slip past the step on the drive end of the armature. They should be two different thicknesses. They control the total movement of the drive on the shaft. They are not used with the newer style drive.
