When my 560 does that I know that I need to blow out the fuel line back up through the bowl and into the tank. Rust is flaking off the inside of the tank and plugging the outlet. Someday I'll take the damn tank off and fix it properly.
I agree with getting rid of the filter. The screen should be adequate to protect the carb and the restriction of the filter may be too much for gravity feed.
