My NEXT answer is the the front axle is not paralell with the rear axle then.(For some reason???
Check your wishbone link at the front for "bent".(Could be???) Bent at stay rod socket???(unlikely).
If the upper bolster shaft was EXCESSIVELY worn in its bushings,it could allow the part that the tie rod ends fasten to favor one side??? (Probably not.doubt that guess)
My next guess and I really think this is it.You have a bent spindle or down tube it rides in is not at correct angle.And YES,you CAN have toe in measure correctly AND STILL have a bent spindle,and,or tube not quite straight.
If I could actually see this thing in person,It would have to be kinda obvious. (Hard to dianose things from "the chair" here.)For a slow moving vehicle like this to pull like you say. Something is out BAD!!!!
