Sounds like the ball bearing on the worm gear shaft(Steering wheel shaft) that is inside the steering gear may be worn. This will allow end play in the steering shaft like you describe. The bearing costs less than $10 and is easily replaced. Remove the big plug in the steering gear and you can see it. You'll have to take the shaft loose at the universal joint. Then you can just screw out the worm gear, take the nut off the shaft and replace the bearing with a new one.
