IMHO, inside-to-inside wheel measurements should match front and back. That way if you're plowing or cultivating, wherever you run the inside edge of your front wheel is EXACTLY where the back wheel is going.
The wheels you have are meant to be adjustable width, mostly for the narrow front tractors. Mount them however you think LOOKS best. Some people like the look of the tabs on the outside, others like how the tractor looks with the entire wheel hub showing.
