There is no extra weight on the axle. The outer tires/wheels are self supporting, they support the axle and thus the tractor. Sharing the support with the inner set. Strain is present in the form of bending moment applied to the axle if the outer duals are driven such that they alone support the tractor and inner set. Not at all problematic unless there is extra weight on the tractor frame. For example a 3pt hitch or Fast Hitch retrofit, lifting a disk, would be enough to tax the strength of an axle or housing.
