The throttle lever on my 400 has to be beyond what seems to be the wide open position (like the blue position in your diagram-maybe even farther) to be total rev. Even then you have to hold a finger on the throttle or it'l jump back to an idle. I'm anxious to here what the knowlegible people on here say needs fixed. I was dragging sled in our pulling contest and I thought the engine quit when the lever jumped back, grabbed it in time to complete the pull (and came in first-more good tractor than good operator).
