I would try the spray can into the jets and passages after the removal of the bowl while on the tractor first. Then if it still is easily stalled when throttling up, I would use a kit, and soak the carb in the dunking type of cleaner. I do not think there is a connection between the radiator replacement, and the governor. Make sure the carb linkage is free to move and opens the carb fully when the governor rod is pulled to full throttle. Jim
