It could 'not move' for a dozen reasons, some you can fix for a couple bucks, some that will require hundreds. Your best bet is A) Take someone with you that knows these tractors and get their advice or B) Find out what they bring in running condition (I'm guessing $3-5000) and then try to get it for less than scrap, reasoning with the guy he wouldn't have to haul it. They are good tractors and this one would be worth the money if you can steal it.
