You are right. Oil wouldn't be gushing out up at the seat level if the PTO splines were gone. Power steering, brakes, and TA wouldn't work either.
The PTO gear drives both hydraulic pumps in the tractor.
BUUUUUUT, if the oil has leaked down to the point where nothing works, you can pretty much write off the hydraulic pumps. They don't like being run dry for more than a few seconds.
Either way this does not sound like a good tractor to buy unless it's really cheap and you're willing to do a little digging to fix it.
