With a budget you run what your brung. He said a tenth (.100) not a thousandth (.001) off the head. On a Farmall head .001 wouldn't even clean it up (not sure about a JD head) An A will make plenty of power to pull in an honest stock class. I know TIMING IS IMPORTANT when it comes to pulling Farmalls and I can't imagine a JD is any different. I think a good start would be networking with JD people. You also need to GET A COPY OF THE RULES for the club you will be pulling with. There is no sense doing something that will get you kicked out or put into a higher class. Also, ditch those brand new tires. Take the tires off the C/SC if they are half worn Firestone Field & Roads and run those or a similar lug pattern.
* If a slant dash is super valuable I would not modify it too much for pulling. I think that just puts it into an age catagory, but JDs are not my specialty.
