IH liked to us red wire as ground circuit wires. Reverse the leads and you should have a positive reading. Better yet measure the voltage between a chassis ground and each side of the socket.
If you have 10.24 volts across the socket with the bulb installed either you have a poor connection at the socket or the bulb is bad. If the voltage reading is without the bulb installed you may have a poor connection between the bulb and the switch.
There is a resistor wired in parallel with the bulb so you will not get battery voltage across the socket. That is why when you turn on the ignition switch the Gen bulb will glow dimmer than the Oil bulb.
The bulb used in those sockets is a number 257 which is a flashing bulb. They will sometimes get a high resistance internally across the flasher contact inside the bulb so they may not work even if they look OK. You can use a number 1895 bulb as a replacement and eliminate the flashing.
