are all the valves even across ? If not you either have seats ground way deep in the head or valves ground way too much undersize, or maybe some of both. Did you mill the head ? There is a lot of adjustment in those things, unless you have dirt and crud in the pushrod pocket in the lifter you shouldn't run out of adjustment unless you milled a lot off the head. If your valves and seats are causing that issue, you need new seats and probably valves, easy to get , I see 3 places listed that can help you.If your valves are sticking up that high you will have NO valve spring pressure to close them.
