I believe what he's doing is against ebay rules if someone felt so inclined as to report him. Ebay won't find him on its own because there are millions of active auctions to police, so he'll probably get away with it.
If the rest of the parts he's trying to sell are listed and priced similarly, you've got nothing to worry about. The tractor will remain whole.
