I'll assume you cleaned the battery cables and posts really good. If the ampmeter discharges real hard then you probably have bad bearing or a burned out field coil but more likely it's bearings. Bearings ware out letting the armature short out or bind on the field coil. Could be a bad solenoid coil too. With out a vom or a test light, it's pretty much guess work or being a parts replacer to see what wrong and thats not a good way to diagnose problems. It could also be bad wiring of not being able to handle the current. If the battery cable to the starter looks bad, replace it as it could be corroded back into the insulation. Hope this helps as it hard to teach a electrical class in one paragraph. T_Bone
