Sounds like the starter is drawing the battery voltage down too much.
We had the same thing. Super C with a 12V conversion wouldn't start with the starter, but fired right up with a quick tug from another tractor.
Tried the starter off a different tractor, and it started right up. So, I picked up a used one off ebay cheap, and got lucky. The ebay starter works just fine and the tractor starts right up, no muss no fuss.
