The guy at the carb shop is blowing smoke. My experience is there's no difference between IHC tractor and power unit carbs.
However just because a carb is new doesn't mean it's calibrated correctly. From your description (gotta pull the choke a bit for it to run good at speed) the main fuel metering circuit is running too lean. Could be the wrong (too small) main jet was installed, or the main jet is improperly machined or has a burr on it.
Your best bet is to identify the size of the main jet in your carburetor now then replace it with one the next size larger.
