Take it one step farther. Remove the starter, leave wires hooked up, ground the starter to frame with a jumper cable and then try it to see if starter engages and runs. From your description of your wiring, you have not included the push button starter switch. Hot wire from solenoid should go to key switch, through key switch when turned on to push button, from push button (when pushed) to the s terminal on solenoid. The other small terminal on the solenoid is a ign bypass terminal used only on spark ignition tractor. If engine is stuck like you indicate, activating the starter will only damage starter and ring gear etc if repeatedly done. When you have starter off you will also have the best possible place to try turning the engine over by using a bar on ring gear.
