Yes, but if you randomly choose a filter off the shelf at the local Autozone, odds are good that you will end up with one meant for pressurized fuel systems. Nearly every on-road vehicle made in the last 70 years has a fuel pump.
You need to specifically choose a filter for gravity flow systems, or else you are starving your tractor for fuel.
