Did you own or operate this tractor before this situation happened? And or did it happen just after it was worked on? The situation seems to me to be the governor hook up at the carb to governor flange. There is a tan and slot in that location that is difficult to get into place. If there seems to be poor or unpredictable control of the throttle )speed of the engine)with the handle in front of the steering wheel I suspect the tan and tab. Do not drive the tractor until this is fixed, overspeeding and ruined engine (or wreck) can happen. Jim
