Ed it sounds like multiple governor problems to me. Remove the governor housing side plate. Now look at the governor spring lever which contains the high speed and low speed stops. Make sure it is positioned on the speed change lever with a woodruff key. If that is OK, then I would suspect a combination of a weak spring and or a wobbly thruster bearing. The thruster bearing should slide horizontally on the governor shaft but should not wiggle.
