Check to make sure you have power to all three terminals with the switch on and no power to #1 with the switch off.
With 12 volts applied to the #1 terminal the 10SI should begin to charge at 500 - 700 RPM. That is alternator speed which is about 2 1/2 times faster than engine speed.
If you have power at all three terminals and it is not charging the problem is in the alternator. You can try grounding the little tab inside the D shaped hole to the case. That takes the regulator out of the circuit.
