That's correct. Some tractors, however, have a 'differential lock', often a pedal of some sort, that you can use to force power to both wheels. Saves my bacon on a regular basis on my JD 750. The reason you don't want the wheels to stay locked all the time is that they rotate at different speeds (the outside wheel turns faster) when turning, and that would be very hard on tires and rear end components if done continuously. 'Limited Slip' or 'Posi-Traction' accomplishes the same locking action by using a clutch to hook the axles together. The clutch packs need to be replaced from time to time as the slipping action while turning wears them out.
